Consistent with California Government Code Section 54953, an online meeting of the Sacramento Area Council of Governments Board of Directors will be held exclusively via teleconference in light of COVID-19 and the state of emergency proclamation and state and local recommended measures for social distancing. Members of the public are invited to observe the live stream over the internet at: www.sacog.org/agendas-0. Please select the September 15, 2022, board meeting and “Interactive Agenda” to access the link at the time of the meeting.

Public Comment:
Public comment will be taken on the item at the time that it is taken up by the committee. To make a public comment, you can do so five ways:
1. Written comment by email: email the clerk ([email protected]) to submit a comment. Comments read at the meeting will be limited to 250 words.  Comments will be accepted through the public comment period and individual agenda discussion items during the meeting.
2. Written comment online:  access SACOG’s website (www.sacog.org/agendas-0) and complete a public comment form.  Comments read at the meeting will be limited to 250 words.  [https://sacog.primegov.com/public/portal] (click on the orange speech bubble next to the agenda meeting items, and follow the prompts on the screen).  Comments will be accepted through the public comment period and individual agenda discussion items during the meeting.

4.  In person at the meeting:  please complete a speaker form and provide it to the clerk at the meeting.  Comments will be limited to 3:00 minutes.

Approve Remote Board Meeting (Est. Time: 0 minutes)
  • Expiration of Executive Order No. N-25-20 and passage of Assembly Bill 361.

Approve Minutes of the August 18, 2022, Board Meeting (Est. Time: 0 minutes)
  • Approval of the written record of the August 18, 2022, board meeting
3.
Approve the Transportation Development Act Claims for City of Galt and Paratransit Inc.  (Est. Time: 0 minutes)
  • Staff has reviewed requests for Local Transportation Fund (LTF) and State Transit Assistance (STA) fund including amendments for compliance and recommend approval of three claims under the Transportation Development Act (TDA) fund.

Approve Revised State Transit Assistance Fund Allocation for Fiscal Year 2022-2023 (Est. Time: 0 minutes)
  • Each year the State Controller publishes revised estimates of sales revenues for the State Transit Assistance (STA) fund. SACOG staff uses the revised revenue estimates to calculate updated funding allocations for each local recipient agency.

Approve Revised State of Good Repair Fund Allocation for Fiscal Year 2022-2023 (Est. Time: 0 minutes)
  • Each year the State Controller publishes revised estimates of sales revenues for the State of Good Repair (SGR) fund. SACOG staff uses the revised revenue estimates to calculate updated funding allocations for each local recipient agency.
6.
Approve Mode Shift Program Funding Guidelines (Est. Time: 0 minutes)
  • Staff consulted with partners to identify the Mode Shift program funding guidelines to distribute up to $1,500,000 for mode shift and mobility projects and programs. The Mode Shift program guidelines build on older SACOG transportation demand management and innovations-focused programs while strengthening the role of equity in project selection.

Approve Connect Card Transition (Est. Time: 0 minutes)
  • Ongoing responsibility for the regional Connect Card project is shifting from SACOG to Sacramento Regional Transit (SacRT). To facilitate this transition, SACOG is working with SacRT and INIT, the primary vendor for the Connect Card project, to reallocate remaining funds, closeout existing contracts, assist in negotiating a new contract for maintenance of the system between SacRT and INIT, and assigning all contractual rights and responsibilities to SacRT.
8.
Approve Northern California Megaregion Zero Emission Medium and Heavy Duty Vehicle Study (Est. Time: 0 minutes)
  • Staff is seeking authorization to release a Request for Proposals (RFP) for hiring a consultant/team to identify actions and milestones to implement the electric charging and hydrogen refueling infrastructure needed to support the deployment of Medium-Duty/Heavy-Duty (MD/HD) zero-emission vehicles (ZEVs) within the Northern California Megaregion.

Approve Reprogramming Funds for the Regional Bike Share Project (Est. Time: 0 minutes)
  • Consideration of an administrative action to reprogram remaining funds on the Regional Bike Share project to a new project focused on planning and implementing the next iteration of bike share and shared micromobility in the region.

Approve Revolving Match Program Guidelines (Est. Time: 0 minutes)
  • Staff is seeking the adoption of the next cycle of the Revolving Match Program Guidelines.
11.
Approve 2023 Metropolitan Transportation Improvement Program, Amendment #2 to the 2020 Metropolitan Transportation Plan/Sustainable Communities Strategy, and Air Quality Conformity Determination (Est. Time: 0 minutes)
  • Staff has received and responded to comments on the Draft 2023 Metropolitan Transportation Improvement Program (2023 MTIP), an associated amendment to the 2020 Metropolitan Transportation Plan/Sustainable Communities Strategy (2020 MTP/SCS), and the accompanying Air Quality Conformity Determination. The Regional Planning Partnership, SACOG’s Advisory Committee on transportation and air quality planning and programming processes, took consensus action on the Air Quality Conformity Analysis and Determination at its meeting August 23, 2022. Board approval is necessary in order to submit the package for state and federal approvals.

  • SACOG is required to amend its contract with the California Public Employees' Retirement System (CalPERS) to comply with how to treat temporary employees.

  • The Youth Leadership Academy is recruiting for the fifth cohort and staff is requesting the board's support in outreach.

  • The city of Citrus Heights is in the process of reimagining Sunrise Marketplace to transition a declining mall into a vibrant mix-use development including retail, housing, and restaurants with strong transit, walking, and biking options for residents and visitors. At the Land Use and Natural Resources September 1, meeting, staff from Citrus Heights shared an overview of their efforts to date and the lessons learned that could be of interest to other local governments around the region.
